Nguyen Van Duong: Chairman of the Board of Directors of the Limited Liability High-Tech Security Technology Investment and Development Company (CNC). He is also known as the son-in-law of former Hanoi Party Secretary, Pham Quang Nghi. Particularly noteworthy is his direct involvement, alongside Phan Sao Nam, in leading and commanding the group operating within the CNC, engaged in gambling activities through the Rikvip gaming platform.

Phan Van Vinh: Member of the Communist Party Committee of Vietnam’s Ministry of Public Security and holds the position of Director General of General Department II – General Police Department under the Ministry of Public Security.

Nguyen Thanh Hoa: Holding the position of Director of the High-Tech Crime Prevention Police Department, which falls under the Ministry of Public Security.

Chau Nguyen Anh: CEO of VNPT Epay – an Electronic Payment Joint Stock Company.

What was the prison sentence for Phan Sao Nam?

In the high-tech gambling operation through the Rikvip gaming platform, https://nguyenvanduong.net Phan Sao Nam played a leading role alongside Nguyen Van Duong. When the operation was dismantled, Nam, along with some accomplices, fled the country for over two months. In October 2017, Phan Sao Nam decided to return to Vietnam and surrender.

Throughout the investigation, Nam consistently displayed a cooperative and sincere attitude, fully disclosing his involvement, from being a technology CEO to the leader of the Rikvip gambling ring. During the trial, Phan Sao Nam was charged with money laundering and organizing gambling and received a 5-year prison sentence. He did not appeal the verdict.

During the execution of the sentence, the Quang Ninh Provincial People’s Court issued two reduction decisions, totaling 22 months and 7 days. Therefore, on February 6, 2021, Phan Sao Nam was officially released.
